The Echo Chamber of "Can't Do!"

MEMO to HHS Committee: If you won't build the infrastructure; you can never get the money. Today, the State of Ohio announced $200,000 grants to each of 113 of Ohio's local health departments.

What I know, they know. Their expert has just told that that "lives hang in the balance". It's a third surge! The response to my October 22nd letter was mostly "can't do" - "won't do". I've been polite and professional with them.

Perhaps Three Arches could come up with a quick $200,000 a year for the HEALTH of LAKEWOOD, from what they pulled out of our hospital fund?

Would seem like a no brainer.

They can still do their parties for studies and vague projects in other communities. They can still play like they are spending their money, and make people kiss their buts.

But the money was for Lakewood Health, or a vague reading of the paperwork came up with this regional bullshit.

I have described the current situation as I find it.

I made multiple professional and courteous "reach-outs" to the relevant municipal officials, including this Committee.

I made those "reach-outs" simultaneously with official reporting of increasing Covid-19 impacts across months.

These public reports are available to all of us at ODH and CCBH.

The Committee minutes (if and when available) make it clear that these impacts were understood.

I may address funding as a future topic, but as I write now, I found no comfort in the presentation by Dr. Allan or the discussion within the Committee meeting.

In fact, that discussion confirmed to me that the City of Lakewood is unlikely to ever reconsider the establishment of a health department. In my mind, the door on that has been definitively closed now.

Three Arches Foundation is headquartered in Lakewood, right?
Three Arches Foundation is funded by monies extracted from the Lakewood Hospital Foundation/s, intended for public health, right?
Three Arches Foundation, like any well-run non-profit, is keen to participate with matching funds, right?
Three Arches Foundation is led by a number of Lakewood "leaders," right?
Three Arches Foundation and its "leadership" is committed Lakewood, right?
How should we insist that Three Arches Foundation and its "leadership" fulfill a basic and moral duty to hometown Lakewood?

Just Digging A Deeper Hole For Us

Today I read that some city council members view the re-establishment of a department of health for Lakewood as unnecessary or unworkable during a historic pandemic.

This all despite the fact that the state is providing special grant funding to existing departments ($200,000) and would likely grant Lakewood exemptions as needed to re-establish its Department.

Is the pandemic situation better or worse?

Reminder: Ohio Department of Health now reports a death total of 6,671 Ohioans. I have no independent information on Lakewood other than the CCBH Weekly Reports.

Mayor, Members of Council whom I know and those whom I have not yet met,

Mr. Kindt's proposal merits expedient consideration. This particular situation will presumably become manageable by Summer. But, for ever and ever similarities will recur. Whatever the misguided logic of the elimination of the Health Department was-- lets move forward and reestablish this department. As you look outside your window today, the street crews have plowed the streets. This is just as important.

Again Lost Opportunities For Lakewood

If the City of Lakewood had a health department it would be eligible for the $200,000 grant the State of Ohio recently made available to health departments all across the State.

More importantly, if Lakewood had a health department it would be eligible for the early distribution of the Covid-19 vaccine from the State of Ohio as described by the Governor in other media reports that you may have read of the weekend.

Another Lost Opportunity for Lakewood -- TIME

It has now been a month since the November 9th HHS Committee meeting where we all learned from Dr. Allan of the continuing gravity of the severity of Covid-19 and its contagion.

The City of Lakewood has now lost 10 months during which time it could have funded either a new health department or additional staffing (either by employees or contractors) to take additional measures to stem the tide of contagion. Again, I call upon the City of Lakewood to form a new health department or retain staffing to manage the response to Covid-19.

Very Simple:

I again call upon the City of Lakewood to establish a Health Department or to fund staffing (employees or contractors) to manage Covid-19 in our City immediately.

By now we each know someone in those circumstances.

As I have written in other posts this fall, it has been made clear to me that the City of Lakewood does not believe that it has the ability to restore or fund a department of health at this time or in the near future.

I appreciate that Mr. O'Bryan started this thread and that we could each witness public policy in actual formation between the City and the County.
