Clarification on hiring Crisis Management...

City Council each year passes in the annual budget a section and money for consultants.

So that while Council became aware of the Hennis Paynter hire on January 12, the money
and the vote for the money came in January of 2014.

This in no ways reflects on anyone's knowledge of anything, just typical council business.
