M.O. - BY WILLFULLY TRYING TO ELUDE POLICE AFTER BEING GIVEN A VISIBLE AND AUDIBLE
SIGNAL.
M.O. - BY RUNNING FROM POLICE IN ORDER TO HINDER APPREHENSION.
M.O. - BY BEING 16 YEARS OLD AND ON THE STREETS OF LAKEWOOD BETWEEN THE HOURS
OF 2300 AND 0600HRS.
M.O. - BY BEING THE PARENT AND ALLOWING A CHILD TO BE OUT PAST CURFEW.
M.O - BY PRYING THE WINDOW OF A VEHICLE IN AN ATTEMPT TO GAIN ENTRY TO STEAL
SAME.

On 2-14-08, at 2337hrs, PTL. HARNER and I were detailed to 1277 Cove Ave on a report of a suspicious male in the parking lot. COM-CHRISTOPHER BROWN called to advised that he observed a male in the parking lot standing next to a minivan. The male was standing next to the driver's door. The male heard BROWN come out onto the balcony and ran away. The male jumped into the driver's seat of a light colored vehicle that was parked in the lot. The vehicle then drove out of the parking lot and headed southbound on Cove. PTL. HARNER arrived on scene and advised that the male left in a Dodge Intrepid. The male was standing next to a Chrysler Town & Country.

I responded to the area and started checking eastbound on Detroit from Cove. Due to the recent auto thefts, I started checking apartment parking lots. I pulled into the Colonial Club apartment complex at 1444 Coutant and observed a light colored Dodge Intrepid enter the same parking lot from Newman. The Dodge proceeded east through the lot and I proceeded west. As I passed the Dodge, I observed two younger looking black males in the front seat. The vehicle sped up as it passed me.

I turned around to get behind the vehicle in the parking lot. As I did, the vehicle accelerated rapidly and turned northbound on Coutant. When I got turned around and got onto Coutant, the Dodge stopped for the red light at Detroit and then went through. The Dodge headed westbound on Detroit. I advised dispatch that I had a Dodge Intrepid running from me. I got to Detroit and activated my overhead lights and sirens. The vehicle was still westbound on Detroit at a high rate of speed. The vehicle turned northbound on Fry. I advised dispatch of our location and turned northbound on Fry. I attempted to catch up to the vehicle that was now traveling at approximately 50 mph. As the vehicle crossed over the tracks, I saw the brake lights come on. The vehicle slowed down and the two males bailed out. The vehicle rolled forward into the snow bank in front of 1275 Fry. It should be noted that there was no property damage from the vehicle rolling forward.

The driver fled westbound on the tracks and then northbound into Clifton Prado. The passenger ran eastbound on the tracks and then southbound into the parking lot of Lakewood Club apartments. Officers arrived on scene and set up a perimeter. PTL. SCHAD and ARCO arrived on scene and started checking for the males. The driver was found hiding in back yard of 1275 Clifton Prado. He was taken into custody without incident and identified as ARJ-BENJAMIN NELSON. He was handcuffed and placed into the back seat of car 213. He was transported to the station by PTL. RODA and booked in by PTL. RUSNAK. The Lakewood Club apartments were checked for the passenger but he was not located.

The gray Dodge Intrepid, Ohio #EGH-2199, was checked and the ignition was punched.
