As my mother in Iowa observed, when Gov. Reynolds had county-based shutdowns in place:

Cars exist. Four-lane highways exist. People will just drive to counties where things are open, not only perpetuating transmission, but extending it geographically.

New York State took a regional approach to reopening eith considerable success, at least so far. The regions in New York are better defined gepgraphicaly than in Ohio, and the governor personally spearheaded a communications campaign designed to get and keep citizens on board. In Ohio, they did everything they could to remove the most personable and charismatic spokesperson. Look at the map we keep seeing of Covid and Ohio counties. It has been the same week after week after week. It's time to address the counties that have it worst, and that includes us. What to do about the travelers? That's why we pay DeWine the big bucks. Figure it out Mike.
