Metro Health System Would Have Met All Of The City's Goals And More

This is the proposal that Mr. Summers, Mr. Gable, and Mr. Faber would not respond to. The public documents from the Essi Public Records Litigation establish that their secret committee ignored this offer in the fall of 2014 after Metro spend months delivering this hefty value proposition.

Maintained our local community hospital.

Provided land for economic development.

Cost reduction for City of Lakewood employee healthcare.

City Administration Doubles-Down on Job Loss

Lakewood is probably unique in Ohio history as the only city to choose to demolish an award-winning community hospital when it had a major proposal to maintain continuity in hospital operations from a highly-qualified health care system.

Lakewood is perhaps the only City where the city administration and the local civic leadership implemented the closure of its largest employer for staggering in job losses and refused to negotiate with an esteemed local public health care system that would have saved 900 jobs.

The Planners At Metro Understood The Impacts To Lakewood

This particular slide is almost oracular in its assessment of the future impacts.

The choice of our civic leadership was to abandon the revenues, abandon the jobs, demolish the hospital, and then give it away for $1.00. --A public policy failure of staggering proportions.

One that we now have to live with.

The Planners At Metro Even Had A Superior Economic Development Approach For The City

Part of the Lakewood Hospital site could have been used for economic development without having to demolish the actual hospital and give it away.

Here Is The Full Metro Proposal

Now we also know that the Metro Health System is continuing its growth plans with new hospitals and new facilities across the region.

Our city administration and our civic leadership embraced an improper process that led to the abandonment of public revenues, the liquidation of public assets, and the deprivation of public healthcare needs.

Their documents tell the story.

Our hospital is currently being demolished.

Lakewood is perhaps the only City where the city administration and the local civic leadership implemented the closure of its largest employer for staggering job losses and refused to negotiate with an esteemed local public health care system that would have saved 900 jobs.

In December of 2015, the city administration and city council made the radical decision to force the closure of Lakewood Hospital and relocate more than 1,600 jobs out of Lakewood.

Subsequently, the city administration and civic leaders spend tens of thousands of dollars for political advocacy to ram the disaster home.

It seems like there were a few critical decision points on this issue. The first seems to have been a falling out with the CCF for what ever reason. It would seem that the CCF wanted out of the multi decade contract so it could better position itself in regards to beds and geography. It then proceeded to unilaterally take steps to that end which meant that Lakewood Hospital would be tossed in the gutter. Oblivious and unknowing and perhaps complicent Lakewood officials and Lakewood Hospital officials sided with CCF in its interests. The disregard of the Metro General alternative was just a typical 1960's Lakewood bigoted response to that alternative.
Now, we have the extraordinary alternative of a Maple Heights development.

The Road They Took

In the fall of 2014, Metro Health System has proposed to operate and reposition Lakewood Hospital with an investment value of nearly $120,000,000 (as shown above with Metro documents.)

In the fall of 2014, Cleveland Clinic Foundation has proposed to close Lakewood Hospital and pay the City nearly nothing. You won't believe the next few pages. Read and weep.

Mr. Summers, Mr. Gable, and Mr. Haber decide not to engage further with Metro Health System in order to proceed with the "nearly nothing" offer. Mr. Gorton is the dissenting voice of reason in support of Metro.

"Value Provided to the Community Could Be Close to Zero"

The healthcare consultant concludes that the offer from the Cleveland Clinic Foundation could be close to zero.

The offer has a net face value over $7,000,000. However, the loss of the medical building at 850 Columbia would likely off-set that amount.

By this time, LHA Trustees have been negotiating with the Clinic for more than a year, and they are completely behind the eight ball.

The Key Decisions Were Taken Without Any City Council Oversight

Here, in the Fall of 2014, we witness fundamental decisions about major public assets, major public revenues, and the future of healthcare in Lakewood, not being made by our elected city council, but by a private committee, some of the members of which had clear conflicts-of-interests or conflicting fiduciary duties.

I have written at length about the nature of these conflicts in other essays. I will not repeat myself here.
