I believe that the information, contained in the documents that Butler was trying to conceal, must look pretty damning as it pertains to the city administration.
Although I believe that some of these documents will be mysteriously missing, Brian will be able to piece together what records he does get.
I believe the truth will be revealed. I suspect the "deal" will, more than likely, be as immoral and illegal as I have suspected from the beginning.
