Neigbhorhood News Mayoral Vetting Process?

This past week we saw the emergence of the new "community paper" with ZERO accountability, and even less information over to who runs it. Through one of his friends we found out it was the product of ex-Lakewood Mayor Ed FitzGerald, at least on the check that paid the bill. They picked two slates, one in Lakewood and the Other in Brooklyn. Though no one is aware of any vetting process the candidates or for that matter the advertisers(same in both papers) was ever done or made public at least.
The Lakewood Observer does not back candidates, instead being impartial and letting candidates, friends and supporters define the issues and who to vote for. Neighborhood News likes backing candidates, and hit another snag right out of the box!
For the Brooklyn Mayor's race, possibly based on the same criteria they used for the Lakewood's Mayor'$ Race, they chose Scott Clausen to lead the City of Brooklyn.

Brooklyn law director, mayoral candidate arrested during drug bust
Brooklyn Law Director and mayoral candidate Scott Claussen faces drug charges after a bust Monday in Seven Hills, police said.
Claussen, 40, was one of three people arrested at a Broadview Road house...
I know Mayor Summers does not do drugs, rarely drinks.
I am merely looking at the Vetting process and why the Observer will not tell you how to vote, but our members will!
