"democracy, freedom" have become shallow tropes in the mouth of the callow Mr. Bush.

He'd speak of making scrambled eggs as the liberation of the yolk if it would serve the purpose of incessant reminders about "democracy" (etc.) for the further purpose of galvanizing collective unconscious participation.

Democracy. + secrecy +one party rule +sink or swim economics +gulags +torture +automated voting +lobbyists helping to write law +demonization of gays, atheists, humanists, leftists, poor, professoriate, unions(etc.) +unleashing trickle up, +educating the future service class, on and on and on

When I hear of democracy tumbling out of the mouth of the spinmeisters, including Bush et al, I am forced to put it in the context of what's actually going on today, put it in the historical context over our history and the 3,000+ year history of politics and philosophy, and, as is always possible, put it in the context of where the trail of benjamins leads to.

To answer your question: tis propaganda for the homeland USA audience for the sake of reminding us/them of who is our freedom-bearing messiah.

Hey, no talk of democracy for the central asian ex-soviet republics; you know the dictatorships we're rapidly militarizing so as to cordone off the biggest known global reserves of natural gas.
