Throughout 2015 through today, Summers. Bullock and Butler have steadfastly claimed that:
1. The City did not own the financial and other assets of Lakewood Hospital.
2. Subsidium was engaged on behalf of LHA, not the City.
3. The "Select Committee" was an LHA committee and the City had nothing to do with it.
But we now have conclusive evidence (below) in Summers' own hand:
1. "The assets, both real and financial, of Lakewood Hospital are owned by the City of Lakewood." ($150 million)
2. The City of Lakewood formed the Select Committee--a committee that Summers led and Bullock was a key member of which recommended giving the City Assets to CCF for free.
3. Subsidium was engaged on behalf of the City.
So, Summers, Bullock and Butler have all been caught is another round of huge lies and they keep on lying, and lying and lying....

Mr. Essi:
In Nos. 146, 147 and 148 of your March 15, 2016 public records request, you ask for:
“All records, notes, and communications – electronic or otherwise – that that reflect a contractual relationship with the consulting firm Subsidium and the City of Lakewood.”
“All records, notes, and communications – electronic or otherwise – that reflect a confidential or non-disclosure relationship with the consulting firm Subsidium and the City of Lakewood.”
and
“All records, notes, and communications – electronic or otherwise – relating to any authorization by any City of Lakewood employee or official for Subsidium to represent itself as acting on behalf of the City of Lakewood with respect to the Lakewood Hospital or its programs and services or assets.”
There are no records in our possession that are responsive to this request. The city did not have a contractual, non-disclosure or agency relationship with Subsidium. Thus, this completes our response to Nos. 146, 147 and 148 of your request.
Best wishes,
Kevin M. Butler, Director of Law

In No. 154 of your March 15, 2016 public records request, you ask for “All records authorizing Subsidium to issue the Preliminary Memorandum on behalf of the City of Lakewood to any party.”
The city has no responsive records. Subsidium did not issue a document called “Preliminary Memorandum” on behalf of the city. Subsidium represented the Lakewood Hospital Association, not the city, in its work.
Thus, this completes our response to No. 154 of your request.

Now, look at this public record redacted for attorney-client privilege.
Was the Clinic's lawyer Mike Meehan representing Mayor Summers and the City of Lakewood on the Subsidium engagement?
What are Summers, Bullock and Summers continuing to hide from us about these illegal activities?

This document maybe the most important document that has yet been made public.
It is a clear written acknowledgement, signed by the Mayor and the head of LHA, that the City of Lakewood owned the assets and real estate of Lakewood Hospital.
Based on the Master Agreement and the City's own financial reporting, we know that the City received only a fraction of the value of these assets.
We know that such assets and real estate were never appraised by the City. We know that no public bidding was held consistent with Ohio law.
We know that the vast bulk of these assets were (or will be) transferred to private entities (CCF and the "New Foundation".)
Unbelievable!
Thank you, Mr. Essi for all of your hard work, effort and diligence!

Re: LAID BARE: Proof Summers, Bullock & Butler Lied About $150M of City Owned Assets and the Subsidium Engagement
On September 23, 2014, "Lakewood's" Consultant--Subsidium--acknowledged that CCF's offer to convert Lakewood Hospital into a CCF owned family health center:
"did not support a finding of a material advantage to the [Lakewood] community."
So they denied, concealed and lied, lied lied...about the value of the CCF deal...err... "steal" too!
Again, the records below and above were withheld from the public and only produced on August 16, 2017 under court order.

This is simply unbelievable!
Look at the timing!!!
On September 17, 2014, Metro Health System provides its presentation for the 10 year-$100,000,000 plan to continue Lakewood Hospital as a going-concern.
In a call on a date shortly before September 24, 2014, here is what Subsidium is telling the City of Lakewood representatives about the CCF offer to close the hospital and replace it with a Family Health Center:
"this offer did not support a finding of a material advantage to the community"
The Metro offer is rejected and the City representatives proceed with the one project that its own consultant told it did not have a material advantage to the community. (!)
Please join me in emailing each council-member this Subsidium letter and asking them to explain it.

Unfortunately, I doubt any type of response will be received. The response will most likely either be a canned (pre-made) response or they will have lawyered-up (as they probably should).
In any event, your best bet is not to stick your head in the sand like this dolt:
"Re-elect Cindy Marx". I suspect anyone with a Marx, Nowlin, or Bullock sign in their yard would be hard-pressed to give a genuine, raw answer as to why they are voting for the same old apparent corruption and status quo. They should just come out and say "the mayor told me to".
In all reality, what have any of these folks really done to make life in Lakewood significantly better over the past four years? What have they done for us?
I just shake my head with these folks. It reminds of the simpletons voting for incumbents in Cleveland (Jackson, Zone, Brady, etc.) I'd like to ask these folks if life has really gotten better for them and what the incumbents have done for them?
And I'd ask the same to those in Lakewood.

Brian and Mark-- Don't feel ignored at the immediate posting of responses to all of your work and disclosures. It's just that at the moment for me- I am too flabbergasted to even comprehend, much less react to the deliberate destruction of our City. Stan Austin
